Open Call for Conceptual Design Submissions:***ational Conference and Exhibition Center

為落實(shí)武漢加快建設(shè)國家會(huì)展中心城市和國際交往中心的戰(zhàn)略目標(biāo)，現(xiàn)擬建設(shè)武漢天河國際會(huì)展中心。項(xiàng)目定位為國家級綜合會(huì)展中心，是武漢市打造“2+4+N”多層次場館群，加強(qiáng)天河會(huì)展中心與武漢國際博覽中心“雙核引領(lǐng)”作用，促進(jìn)會(huì)展業(yè)高質(zhì)量發(fā)展的旗艦場館。同時(shí)，聯(lián)動(dòng)光谷科技會(huì)展中心、中國文化博覽中心、武漢國際會(huì)展中心、武漢新城國際會(huì)議會(huì)展中心（4個(gè)區(qū)域性展館），協(xié)同N個(gè)專業(yè)場館形成全域會(huì)展網(wǎng)絡(luò)。

To implement Wuhan"s strategic goal of accelerating its development as a National Convention and Exhibition Center City and an International Exchange Hub, the Wuhan Tianhe International Conference and Exhibition Center is now planned for construction.

As a national-level integrated exhibition complex, serving as a flagship venue to support the high-quality development of the exhibition industry in Wuhan. Its formsa core pillar of Wuhan’s "2+4+N" multi-tiered venue cluster. This initiative aims to advance the high-quality growth of the city’s exhibition industry. Concurrently, it will synergize with four regional venues—Optics Valley Sci-Tech Exhibition Center, China Culture Expo Center, Wuhan International Conference & Exhibition Center, and Wuhan New City International Convention & Exhibition Center—and collaborate with N specialized venues to establish a citywide exhibition network.

本次公開征集目的是堅(jiān)持世界眼光、國際標(biāo)準(zhǔn)、中國特色、高點(diǎn)定位，征集具有世界領(lǐng)先水平、荊楚地域特色和可實(shí)施性強(qiáng)的國家級會(huì)展綜合體建筑概念方案。將武漢天河國際會(huì)展***服務(wù)平臺、文化展示窗口和經(jīng)濟(jì)樞紐功能為一體的“華中會(huì)客廳”，塑造成湖北省“建成中部崛起重要戰(zhàn)略支點(diǎn)”的有力支撐。

The purpose of this open solicitation is to adhere to a global vision, international standards, Chinese characteristics and a high-end positioning, and to solicit national-level architectural concept plans for the convention and exhibition complex that are world-leading, feature distinctive Jingchu regional characteristics and are highly implementable. It aims to develop Wuhan Tianhe International Convention and Exhibition Center into a "Central China Reception Hall" integrating the functions of a comprehensive service platform, a cultural display window and an economic hub, and serving it as a strong support for Hubei Province in establishing itself as a key strategic fulcrum for the rise of Central China.

The research scope is the area enclosed by Airport First Passage, Airport Second Passage, Fuxian River, and the Ring Expressway, with a land area of approximately 19.57 square kilometers.

建筑概念方案設(shè)計(jì)范圍:
東含賓連路，南至航城大道，西至航城西路，北至華云街，用地面積約68.82公頃（含賓連路）。在滿足建筑功能要求的前提下，項(xiàng)目用地內(nèi)的交通組織、景觀環(huán)境、地下空間需統(tǒng)籌考慮一并設(shè)計(jì)。
Scope of Architectural Concept Design:
The project site is bounded by Binglian Road to the east, Hangcheng Avenue to the south, Hangcheng West Road to the west, and Huayun Street to the north, with a total land area of approximately 68.82 hectares (including Binglian Road). On the premise of meeting the functional requirements of the building, the traffic organization, landscape environment, and underground space within the project site shall be considered in an integrated manner and designed as a whole.

本次活動(dòng)旨在征集展現(xiàn)中國特色與武漢城市魅力，具有國際視野與先進(jìn)理念、富有創(chuàng)意、面向?qū)嵤┑膰壹墪?huì)展綜合體建筑概念方案。

The aim of this event is to collect architectural concept schemes for a national convention and exhibition complex that showcase Chinese characteristics and the urban charm of Wuhan, feature an international perspective and advanced concepts, are highly creative, and are oriented towards implementation.
項(xiàng)目建成后將與武漢國際博覽中心共同發(fā)揮“雙核引領(lǐng)” 作用。與武漢國際博覽中心錯(cuò)位發(fā)展、功能互補(bǔ)、協(xié)同驅(qū)動(dòng)，助力武漢成為國家會(huì)展中心城市。
After the project is completed, it will work together with the Wuhan International Expo Center to play the role of "dual-core leadership".It will develop in a complementary and collaborative manner with the Wuhan International Expo Center, supporting Wuhan"s development into a national convention and exhibition hub city.

（一）會(huì)展中心建筑概念方案設(shè)計(jì)

武漢天河國際會(huì)展中心概念方案設(shè)計(jì)整體規(guī)劃地上總建筑面積不超過72萬㎡，包括展覽中心、會(huì)議中心、酒店及附屬配套。其中展覽中心地上總建筑面積不超過60萬㎡，實(shí)現(xiàn)凈展覽面積不小于30萬㎡；會(huì)議中心的凈會(huì)議室面積不小于1.5萬㎡；酒店客房總數(shù)不小于500間。
(I) Architectural Concept Design for the Convention and Exhibition Center
The overall planning of the conceptual design for Wuhan Tianhe International Convention and Exhibition Center stipulates that the total above-ground construction area shall not exceed 720,000 square meters, including the exhibition center, conference center, hotel and supporting facilities. Among them, the total above-ground construction area of the exhibition center shall not exceed 600,000 square meters, with a net exhibition area of no less than 300,000 square meters; the net meeting room area of the conference center shall be no less than 15,000 square meters; and the total number of hotel rooms shall be no less than 500.
在方案征集階段應(yīng)達(dá)到建筑概念方案設(shè)計(jì)深度,設(shè)計(jì)應(yīng)包括(但不限于)設(shè)計(jì)理念、空間形態(tài)設(shè)計(jì)、建筑風(fēng)貌設(shè)計(jì)、豎向設(shè)計(jì)與交通組織、公共空間及景觀環(huán)境設(shè)計(jì)、地下空間利用、分期實(shí)施建議、初步運(yùn)營思路、運(yùn)營策劃、投資估算等方面內(nèi)容。
During the scheme solicitation stage, the depth of the architectural concept design shall be achieved. The design shall include (but not be limited to) the following aspects:***, spatial form design, architectural style design, vertical design and traffic organization, public space and landscape environment design, underground space utilization, suggestions for phased implementation, preliminary operation ideas, operation planning, and investment estimation.
建筑概念方案應(yīng)重點(diǎn)研究以下幾個(gè)方面:***，包括天河國際機(jī)場、沿江高鐵武漢天河站、華中師范大學(xué)盤龍城校區(qū)等形成空間對話，針對研究范圍提出交通系統(tǒng)優(yōu)化、藍(lán)綠網(wǎng)絡(luò)構(gòu)建、空鐵聯(lián)運(yùn)組織等規(guī)劃策略；二是重點(diǎn)強(qiáng)化會(huì)展中心標(biāo)志性，充分體現(xiàn)地域特色，強(qiáng)化會(huì)展中心內(nèi)功能、交通、空間、景觀等方面的聯(lián)系，合理配置各功能空間比例，實(shí)現(xiàn)會(huì)展綜合體最優(yōu)運(yùn)營效能，科學(xué)合理布局室外展場，確保室內(nèi)外展區(qū)高效銜接，并提出設(shè)計(jì)對策。
The architectural concept design should focus on the following aspects:
First, fully consider the connection with major surrounding functions and projects, including establishing spatial dialogue with Tianhe International Airport, Wuhan Tianhe Station of the Yangtze River High-speed Railway, Panlongcheng Campus of Central China Normal University, etc. For the research scope, put forward planning strategies such as transportation system optimization, blue-green network construction, and air-rail intermodal transportation organization.
Secondly, it is essential to emphasize the iconic nature of the convention and exhibition center, fully reflecting the regional characteristics. The design should strengthen the integration of functions, traffic, space, and landscape within the center, ensuring a balanced proportion of functional spaces. The aim is to achieve optimal operational efficiency for the exhibition complex. Additionally, the layout of the outdoor exhibition areas should be scientifically and reasonably planned, ensuring efficient connectivity between indoor and outdoor exhibition zones, with clear design strategies proposed.
整體設(shè)計(jì)應(yīng)體現(xiàn)國際化水準(zhǔn)，滿足會(huì)展功能需求與城市形象塑造。
The overall design should reflect an international standard, meeting the functional needs of the convention and exhibition center while shaping the city"s image.

（二）會(huì)展中心運(yùn)營專篇

方案編制聯(lián)合體須包含具備大型展館運(yùn)營經(jīng)驗(yàn)的單位，并在方案中為設(shè)計(jì)單位提供以運(yùn)營為導(dǎo)向的使用功能、配套功能、布局流線等專業(yè)建議，并對本項(xiàng)目提出市場運(yùn)營理念,編制運(yùn)營專篇。
(II) Special Chapter on the Operation of the Convention and Exhibition Center
The consortium preparing the plan must include units with experience in operating large-scale exhibition halls. In the plan, these units shall provide the design unit with professional suggestions oriented toward operation, such as on functional usage, supporting functions, layout and circulation, and put forward market operation concepts for the project as well as compile a special chapter on operation.

（三）征集方案成果的整合深化

以中選方案為核心，整合、吸納各方案的優(yōu)點(diǎn)和專家評審意見，形成高水平、可實(shí)施的方案，具體包括整合公開征集優(yōu)勝方案、深化方案設(shè)計(jì)，提供可以指導(dǎo)初步設(shè)計(jì)的設(shè)計(jì)成果，具體事宜根據(jù)后續(xù)工作安排進(jìn)行協(xié)商。
(III) Integration and Deepening of Collected Scheme Achievements
With the selected scheme as the core, integrate and absorb the advantages of various schemes and expert review opinions to form a high-level and implementable plan. Specifically, it includes integrating the winning schemes from the open solicitation, deepening the scheme design, and providing design results that can guide the preliminary design. Specific matters shall be negotiated in accordance with subsequent work arrangements.

V. Registration Qualifications:
應(yīng)征人須為在中華人民共和國境內(nèi)、境外合法注冊的法人實(shí)體或由法人實(shí)體組成的聯(lián)合體，單個(gè)聯(lián)合體成員不得超過5家，聯(lián)合體牽頭人代表聯(lián)合體各方成員負(fù)責(zé)投標(biāo)和合同實(shí)施階段的主辦協(xié)調(diào)工作，且應(yīng)征人應(yīng)符合下述要求：
The applicant must be a legally registered legal entity (either domestic or foreign within the People"s Republic of China) or a consortium composed of legal entities, with no more than 5 members in a single consortium. The leading member of the consortium shall represent all members of the consortium to be responsible for the hosting and coordination work during the bidding and contract implementation stages. In addition, the applicant shall meet the following requirements:

在中華人民共和國境內(nèi)注冊的勘察設(shè)計(jì)類應(yīng)征人，須具有相關(guān)主管部門核發(fā)的建筑行業(yè)(建筑工程)甲級及以上設(shè)計(jì)資質(zhì)。

For applicants engaged in survey and design registered within the People"s Republic of China, they must hold Grade A or higher qualification in the architectural industry (construction engineering) issued by the relevant competent authorities.

1、設(shè)計(jì)機(jī)構(gòu)保留參賽所提交的建筑概念設(shè)計(jì)方案的署名權(quán)，主辦方享有全部獲獎(jiǎng)的概念設(shè)計(jì)方案除署名權(quán)外的版權(quán)，供主辦方用于本次競賽工作的后續(xù)整合深化。未經(jīng)主辦方同意，獲獎(jiǎng)概念方案設(shè)計(jì)機(jī)構(gòu)不得將獲獎(jiǎng)方案用于其他項(xiàng)目。主辦方有權(quán)對所有獲獎(jiǎng)設(shè)計(jì)方案成果進(jìn)行無償使用，包括在評審結(jié)束后公布評審成果，并通過傳媒、專業(yè)雜志、專業(yè)書刊或其它形式介紹、展示及評價(jià)概念方案設(shè)計(jì)效果圖。所有應(yīng)征方案文件在評審后不退還應(yīng)征單位。
1.The design agency retains the authorship rights to the architectural concept design proposal submitted for the competition. However, the organizer shall hold the full copyright to all award-winning concept designs, excluding the authorship rights, and may utilize them for the subsequent integration, refinement, and development of the competition-related work. Without prior written consent from the organizer, the design agency of any award-winning proposal is prohibited from applying the winning design to any other projects. The organizer reserves the right to use all award-winning design results without compensation, including but not limited to the publication of the evaluation results post-competition, and the introduction, exhibition, and evaluation of the concept design renderings through media outlets, professional journals, books, or other formats. All submission documents will not be returned to the participating organizations after the review process.
2、設(shè)計(jì)機(jī)構(gòu)應(yīng)保證設(shè)計(jì)成果中所有內(nèi)容均為設(shè)計(jì)機(jī)構(gòu)原創(chuàng)，不得包含任何侵犯第三者知識產(chǎn)權(quán)的資料。如發(fā)生侵權(quán)行為，將由涉及侵權(quán)的設(shè)計(jì)機(jī)構(gòu)自行承擔(dān)一切法律后果。主辦單位提供的所有基礎(chǔ)資料（包括：***、圖紙、電子數(shù)據(jù)等）均受版權(quán)保護(hù),僅為本次征集活動(dòng)使用，不得作其它用途，未得授權(quán)任何人不得將內(nèi)容復(fù)制、改編、分發(fā)、發(fā)布、外借、轉(zhuǎn)讓，否則將依法追究其相應(yīng)法律責(zé)任。
2. The Design Institution shall guarantee that all content in the submitted design results is original and created by the Design Institution, and shall not contain any materials that infringe upon the intellectual property rights of a third party. In the event of any infringement, the Design Institution involved in the infringement shall solely bear all legal consequences.All basic materials provided by the Organizer (including but not limited to text, drawings, electronic data, etc.) are protected by copyright. These materials are intended for use exclusively in this solicitation activity and shall not be used for any other purposes. Without authorization, no individual or entity may reproduce, adapt, distribute, publish, lend, or transfer the content; otherwise, they shall be held legally liable in accordance with applicable laws.
3、本次方案設(shè)計(jì)征集活動(dòng)結(jié)束及獎(jiǎng)項(xiàng)公開之前，設(shè)計(jì)機(jī)構(gòu)或其設(shè)計(jì)人員未征得主辦單位的書面許可，不得以任何方式披露、公開或展示設(shè)計(jì)成果、設(shè)計(jì)方案和設(shè)計(jì)效果圖，否則將依法追究其相應(yīng)法律責(zé)任，并取消其參與本次征集活動(dòng)的資格。
3.Before the conclusion of the design solicitation activity and the public announcement of the awards, the design agency or its personnel shall not disclose, publicize, or showcase the design results, proposals, or renderings in any manner without obtaining prior written consent from the organizer. Any violation of this provision will result in legal liability, and the design agency will be disqualified from further participation in the solicitation activity.
4、相關(guān)知識產(chǎn)權(quán)條款及細(xì)則以后續(xù)簽訂的合同條款為準(zhǔn)。

Relevant intellectual property clauses and details shall be subject to the contract terms signed subsequently.

5、本次報(bào)名和征集活動(dòng)將在公平、公正、公開的原則下進(jìn)行，如有糾紛，將按中國現(xiàn)行法律、法規(guī)，通過友好協(xié)商或仲裁程序解決。

This registration and solicitation activity will be conducted under the principles of fairness, impartiality and openness. In case of any dispute, it shall be resolved through friendly negotiation or arbitration procedures in accordance with the current laws and regulations of China.

6、本次征集活動(dòng)最終解釋權(quán)歸主辦方所有。

The organizer shall reserve the final right of interpretation for this solicitation activity.
